This whitepaper examines juvenile justice data from Dallas and Tarrant Counties to highlight opportunities for expanding diversion and community-based programming. While the stated goal of the juvenile justice system is rehabilitation, a small percentage of youth currently benefit from diversion programs—just 5% in Dallas County. With evidence showing that diverted youth are significantly less likely to reoffend, the paper makes the case for scaling up restorative, community-centered alternatives that reduce detention, lower recidivism, and better support youth rehabilitation and reintegration.
